NORFA booters tame Little Azkals in finals

The Negros Oriental Football Association (NORFA)-Anthony’s FC avenged its elimination round loss to the Little Azkals Under 14 yesterday by beating the national team via penalty shootout, 4-2, and clinching the title of the 5th Pintaflores National U16 Invitational Football Cup in San Carlos City, Negros Occidental.
The Little Azkals installed themselves the title favorites after not dropping a game in the eliminations. However, NORFA put up a good fight and eventually went home triumphant.
It took 35 minutes before the first goal was scored in favor of the Little Azkals courtesy of Davao’s Javier Romero-Salas. But NORFA immediately equalized with a goal of its own just a minute later.
The score remained at 1-all at halftime.
At the 55th minute into the second half, the Little Azkals once again took the lead at 2-1 on Cagayan de Oro’s JB Borlongan’s goal and looked headed for the win when at the 77th minute, NORFA converted a penalty kick to force an extension with the score tied at 2-all.
The extension ended in another stalemate sending the match into a penalty shootout where NORFA scored first while Borlongan’s attempt went wide.
NORFA’s second goal was answered with a goal from Little Azkals team captain Jed Diamante of Davao as the former led, 2-1. The Little Azkals remained on target with Cebu’s Lawrence “Soysoy” Colina scoring another goal to answer NORFA’s third goal.
As NORFA’s fourth attempt found the back of the net, Manila’s Marco Casambre’s attempt was saved by the NORFA goalkeeper pegging the final count.
Little Azkals coach Oliver “BingBing” Colina” said that despite losing the title, the team had a good performance overall especially that this is its first Under 16 tournament.
He added that he is very satisfied that the boys did not miss a beat in their teamwork despite missing on a two-day pre-tournament camp.
According to Colina, the boys had a little problem with their endurance because some of them had played in various tournaments in their respective hometowns.
The Little Azkals settled for the 1st runner-up honors while Don Bosco Technology Center (DBTC) Cebu salvaged the 2nd runner-up honors after edging host team—San Carlos City Selection, 2-1.

Little Azkals Make Final in Pintaflores Football

The Little Azkals Under 14 overcame a sluggish performance in the last 30 minutes of the ballgame and set up a championship battle against Negros Oriental Football Association (NORFA) in the 5th Pintaflores National U16 Invitational Football Cup today in San Carlos City, Negros Occidental.
The national team managed to get its act together in the second half to edge the Don Bosco Technology Center (DBTC) Cebu, 4-3, in the semifinals yesterday.
Cebu’s Lawrence “Soysoy” Colina scored two of the Little Azkals’ four goals.
DBTC-Cebu, coached by Glenn Ramos, waxed hot in the match by scoring the first goal courtesy of Russel Saballero.
Colina leveled the match at 1-all via a penalty shootout, which resulted from a bad tackle on Davao’s Javier Romero-Salas.
DBTC-Cebu took back the upperhand at 2-1 with another goal scored by Kent Lusoc.
Lusoc once again found the back of the net to put DBTC-Cebu up, 3-1.
However, a bad tackle on Cagayan de Oro’s JB Borlongan gave the Little Azkals another goal via a penalty kick to slice the deficit to 2-3.
This seemed to jolt the Little Azkals as they started their own scoring spree with just 25 minutes left. Colina managed to level the match again at 3-all after picking up a corner kick from Jhenry Hamdan.
Romero-Salas gave the Little Azkals the finals ticket with just two minutes remaining when he picked up a cross from Ian Mellibo and lobbed it overhead past the goalkeeper.
DBTC-Cebu tried to force an extension but they lost the ball at the left flank. The team refused to give up as one of its players went one-on-one with the Little Azkals’ goalkeeper Jose Anton Yared. However, the latter managed to deflect the ball.
In the other semifinals match, NORFA dethroned defending champions San Carlos City by prevailing via penalty shootout at 4-3. The regulation match and extension ended scoreless.
The titular battle between the Little Azkals and NORFA will be preceded by the fight for third by DBTC Cebu and San Carlos City selection.

Little Azkals Doggedly Pursue 5th Pinta Title

THE Little Azkals are determined to get the title in the 5th Pintaflores National U16 Invitational Football Cup yesterday in San Carlos City, Negros Occidental.
The Little Azkals will face Dumaguete of Negros Oriental Football Association in the final match today.
“We will get the crown,” said Eleazar Toledo of the Little Azkals coaching staff.
Little Azkals survived powerhouse Don Bosco Technology Center, 4-3, while NORFA edged out San Carlos City selection, also 4-3 via penalty shootout, in the semifinal match yesterday.
Little Azkals survived the scare from DBTC who was in the lead at half-time at 2-1 before they were able to pull a come from behind victory.
DBTC had even reached their biggest lead at 3-1, but thanks to Javier Romero Salas’s winning goal, the national team now has ticket to the finals.
Other efforts were from Lawrence Colina’s two goals and Jb Borlongans one goal.
The Little Azkals had been in control of the tournament as the only team who has remained undefeated until the final matches.
NORFA, on the other hand, who placed second in the Bracket B with a two wins and one loss record had eliminated the defending champions host city, who topped Bracket A with two wins and one draw.

DBTC to face PH Little Azkals in Pintaflores semis



CEBU’S DON Bosco Technology Center (DBTC) earned the right to face the Little Azkals Under 14 in the semifinal round of the 5th Pintaflores National U16 Invitational Football Cup slated today in San Carlos City, Negros Occidental.
DBTC-Cebu ended its final eliminations match against Don Bosco Technical Institute (DBTI)-Victorias in a scoreless draw but managed to advance to the semifinal round after finishing the second best team in bracket A with five points off a 1-2 (win-draw) record.
The Little Azkals, on the other hand, although already assured of a semifinal seat, did not let up and inflicted an 8-0 routing of another team from Cebu—the Abellana National School (ANS).
By not dropping any game, the Little Azkals ended the eliminations with a perfect score of nine points.
The other semifinal match will pit the defending champion San Carlos City selection against Negros Oriental Football Association (NORFA).
San Carlos topped bracket A by booting out San Beda, 2-0. The team finished with seven points after posting a 2-1 win-draw record.
NORFA, on the other hand, advanced to the semifinal round with a 3-1 outsmarting of Iloilo Football Association-Central Philippine University (IFA-CPU).

Little Azkals rip NORFA in Pintaflores football

The Little Azkals Under 14 are now assured of a semifinals seat after padding their lead to six points as the 5th Pintaflores National U16 Invitational Football Cup enters its final day of elimination today in San Carlos City, Negros Occidental.
The Little Azkals solidified their hold of the top spot in bracket B with a 4-1 demolition of Negros Oriental Football Association (NORFA) yesterday.
Davao’s Javier Romero-Salas drew first blood with his goal in the 14th minute.
The Little Azkals stretched its lead to 2-0 on Cebuano Brandon Durano’s goal in the 23rd minute while Cagayan de Oro’s Troy Limbo placed the national team out of reach with his contribution six minutes later.
Cebu’s Lawrence “Soysoy” Colina sealed the Little Azkals’ win by converting a penalty kick in the 76th minute.
The U14′s final assignment today will be against the Abellana National School (ANS), which drew its second match against Iloilo Football Association-Central Philippine University (IFA-CPU) at 2-all.
NORFA stayed at second place and must win its final elimination match against IFA-CPU today to also advance to the next round.
The semifinal tickets in bracket A are still up for grabs with San Carlos City selection and Don Bosco Technology Center (DBTC)-Cebu both nudging day 1 leader San Beda to the second spot.
DBTC-Cebu blanked San Beda, 1-0, while the host team inflicted the same score against Don Bosco Technical Institute (DBTI)-Victorias.
Defending champions San Carlos City Selection, DBTC-Cebu and San Beda are all in a must-win situations if they are to advance to the crossover semifinals.

Little Azkals rout Iloilo



THE LITTLE Azkals Under 14 and the San Beda College Rizal of Manila won their first elimination matches in the 5th Pintaflores National U16 Invitational Football Cup yesterday in San Carlos City, Negros Occidental.
The Little Azkals leads  bracket B after a 12-0 annihilation of Iloilo Football Association-Central Philippine University (IFA-CPU) while San Beda is leading bracket A after a 2-1 edging of Don Bosco Technical Institute (DBTI)-Victorias.
Both teams currently hold three points.
Sharing the second spot in bracket A are defending champion San Carlos City Selection and Don Bosco Technology Center (DBTC)-Cebu.  Both ended their games in a scoreless draw, giving them a point each.
At the bottom is DBTI Victorias.
In bracket B, trailing the Little Azkals in the second spot is Negros Oriental Football Association (NORFA), which won its game against the Abellana National School (ANS)-Cebu, 3-0. The loss put ANS at third after posting a better goal difference than IFA-CPU.
Each bracket will follow a single round robin elimination with the top two teams advancing to the crossover semifinals, the winners of which will contest the title./CORRESPONDENT MARS G. ALISON

2012 Buglasan Football Festival Results

In behalf of the NORFA, we thank you for yesterdays Buglasan Football Festival which in a way ended smoothly despite the duration and some minor bumps of the matches (ended around 7:15pm). We are so proud that in this event alone, we have generated 1,840 kids registered to the event. Again, thank you very much to the supporters and friends. May God bless us all.

2012 BUGLASAN FOOTBALL FESTIVAL TECHNICAL REGULATIONS

1. NAME OF THE COMPETITION

A. The competition will be called the “2012 Buglasan Football Festival.”


2. MANAGEMENT AND ORGANIZATION

A. The tournament will be organized and managed by the Negros Oriental Football Association (NORFA) through the “2012 Buglasan Football Festival” Technical Committee composed of three (3) appointed persons. The “2012 Buglasan Football Festival” is sanctioned by the Negros Oriental Football Association.

B. The management and organizers will not be held liable for any injury incurred during a match to which a waiver shall be signed by each team to effect this clause. A team can only play once said waiver has already been duly filled out and signed and submitted before the tournament starts. However, a Medical Team will be made available for First Aid treatment.

3. NUMBER OF PLAYERS AND TEAM OFFICIALS

A. Each team shall compose of a maximum of 10 players and 2 team officials. A contingent LGU/Club/School can have a maximum of 2 team entries per age category.

4. DATE AND VENUE OF THE COMPETITION

A. All matches of the tournament will be played on October 19, 2012 at the Felomino Cimafranca Ballfield (formerly SU Ballfield), Silliman University, Dumaguete City, Negros Oriental. However, the Technical Committee of the 2012 Buglasan Football Festival shall have the right to make a decision pursuant to this clause provided that teams concern will be inform through the fastest available means of communication.


5. ELIGIBILITY AND REGISTRATION OF PLAYERS

A. A team registration form will be provided for each team before the match starts and must be submitted to the match officials before kick-off together with a photocopy of the player’s Birth Certificate and 2 x 2 ID picture. Only players who have complied said requirements will be allowed to play in any match.
B. No player shall be allowed to transfer to another team after the Tournament has started.
C. Violation of Rule 5 A and B shall forfeit all its games and be declared out of the tournament.
D. Deadline of Team Entry Registration will be only October 18, 2012. It can be emailed at kongmusic@yahoo.com. Players’ credentials will be submitted a day prior to the start of the tournament and placed inside a folder or envelope with a name of the team and its age category. No team registration will be entertained on match day.


6. AGE CATEGORY AND TYPE OF MATCH

7. EQUIPMENTS/UNIFORM

A. A player is required to wear the team’s uniform, IF ANY with a jersey number, long socks, football shoes and shin guards. NO SHIN GUARDS, NO PLAY.
B. Age Categories 6-8 years old and 9-10 years old will use size 3 balls, size 4 balls for 11-12 and 13-14 age groups while size 5 balls will be used for categories 15-16 years old and 13-15 years old (girls).
C. In the event where both teams have the same color of its uniform, a team must wear a vest determined through toss coin by the referee.



8. MODE OF COMPETITION

A. A triple bracketing system will be utilized as its mode of competition for every age category wherein each bracket plays a single round robin. The top team of each bracket and the second best team will qualify for the semi-final round (Top A vs Top C; Top B vs 2nd best). Winners of said round will move on to the Championship match. The following system shall be used to determine qualifiers for the semi-final round: Total number of wins, Goal difference, Greater number of goals scored, Result of the match between the teams concerned (winner of the other), Penalty shootout (3 kickers only), drawing of lots (toss coin).

B. Three (3) points shall be awarded for a win, one (1) point for a draw and 0 point for a loss.

9. DURATION OF A MATCH AND EXTENSION TIME

A. Each match shall be played 10 minutes with no extension period during the elimination round.

B. In the semi-final and championship rounds respectively, in the event of a draw after regulation time, an extension time of five (5) minutes, with a break of one (1) minute only shall govern. The extension time will be played out in it’s entirely and the team that scores the most number of goals at the end will be declared winner. If after the extension time, no winner has been declared, three (3) kicks shall be taken from the penalty mark will be applied to determine the winner. If after the three (3) kicks from the penalty mark have been taken and still there is no winner, each team will have one (1) penalty kick wherein the “Sudden Death” rule shall be applied. Substituted players after the entire match duration are prohibited in taking penalty kicks. No change of goalkeepers after match duration time. Drawing of lots (toss coin) will be applied after sudden death if a draw still persists.


10. SUBSTITUTION

Flying substitution (in and out) rule shall govern the competition provided that a player to be substituted must get out of the field of play first before a replacement is made. Violation of this rule constitute an in-direct free kick at the spot were said infringement occurred.



11. MATCH REGULATIONS

A. A match will start and finish with at least three (3) players (5 a-side football) and four (4) players (7 a-side football) inside the field of play of which one is a goalkeeper Not more than nine (9) substitutions per team shall be allowed in a match from the reserve players who have been registered before the start of each match. The Substitution Form must be accomplished and signed by the Head Coach before any substitution of a player can be made. Any player substituted cannot re-enter the field of play.
B. Kick-in rule applies. A goal from kick-in, kick off can be scored provided that any player inside the field of play has touched the ball.
C. No goal kick. Goalkeepers inside the penalty box must throw the ball into the field of play within 6 seconds to re-start the match.
D. No player will be allowed to play in two (2) age group categories.


12. PLAYERS CAUTION OR DISMISSED FROM THE FIELD OF PLAY

A. Any player who receives two (2) cautions (yellow card) shall automatically be suspended for the match following the match in which he receives the second caution. Direct Red Card will warrant a 2 game suspension. However, depending on the gravity of the offense, the Technical Committee may declare a decision either than the above, if warrants.

B. A player who gets 2 direct red cards during the entire competition, the player shall no longer be allowed to play in any match for the duration of the tournament subject to further evaluation by the Technical Committee.


C. Disciplinary measures such as caution, expulsion and suspension of players and officials shall be carried to the championship round.


13. GRACE PERIOD, DEFAULT, WALK-OUT AND FORFEITURE OF A MATCH

A. A grace period of two (2) minutes from the official scheduled time of the match will be applied. If grace period has already been given and still the required number of players does not meet the requirement, the officiating referee shall declare the match “Default” and the team concern losses the match by 3-0. If both teams are given grace period and after the grace period both teams have not meet the regulations, both teams will be out of the competition.
B. Any coach who directs his team to walk-out in a match shall be declared default wins by 3-0. However, if there is already a score of not less than 3-0 prior to any walk-out, the first clause will no longer apply. Moreover, any team and/or coach who entice, instigate and encourages his/her team to walk-out any official match shall be out of the competition. However, the Technical Committee may elevate its decision to NORFA/PFF, if warrants for its information and dispositive action.
C. Forfeiture of a match due to violation to any of these provisions, the team concern losses the match by 3-0 or to which score is higher.


14. VIOLENCE BY A PLAYER AND/OR OFFICIAL

A. Any player and or team official reported by the referee or by a Tournament Official for indiscipline or violent conduct shall be expelled from the competition and sent out of the playing premises.
B. Any player previously banned by NORFA can be allowed to play provided that said player can present a written letter from the NORFA President that suspension has been lifted.

15. REFEREES

A. All matches shall have a designated official referee.
B. The decision of the referee is final.
C. PROTEST for a particular match shall only be entertained upon the payment of a Protest Fee of Php500.00. However, a decision already made by a referee or result of any match can no longer be changed.


16. AWARDS

A. The “2012 Buglasan Football Festival” will have the following awards: The Champion will receive a Trophy with 10 medals while the runner up will receive medals only.

17. TECHNICAL COMMITTEE

A. The Technical Committee of the “2012 Buglasan Football Festival” shall decide on matters that affect the tournament except on decisions made by a referee.
B. All matters not covered in this regulation shall be dealt accordingly by the Technical Committee in the absence of any provision as provided, in any case other than the above, FIFA Rules will apply.

Please be advised that NSO-Birth Certificate (photocopy) is highly required with picture attached to it. Only 2 teams per contingent will be accepted. Deadline and final meeting and the submission of birth certificates is on Wednesday (October 17, 2012).
After this date, we will NO LONGER entertain anymore teams. Venue of meeting will be at the Provincial Sports Office (Lamberto Macias Sports Complex) at 6:00 PM. Thank you.

PRESS NOTES on KASIBULAN EVALUATION

 Philippine Football Federation: 

KASIBULAN GRASSROOTS FOOTBALL PROGRAM


        A. The Philippine Football Federation just finished the evaluation of the Grassroots Development Program- KASIBULAN program here in PAGCOR Mactan. PAGCOR is a major partner of PFF in this football program for kids ages 6 to 12 years old.

        B. PAGCOR is the main partner of PFF in the development of the KASIBULAN program which provides football activities for kids all over the Philippines.

        C. The program is ably supported by the Asian Football Development Program of Prince ALI BIN AL HUSSEIN of Jordan. AFDP provides equipments for the program.

        D. It is supported by the Department of Education allowing grassroots experts to conduct a grassroots course and festival in the Philippines

        D. KASIBULAN is being conducted by the 33 provincial football associations under the Philippine Football Federation.

        E. Currently, 5,286 plus teachers coaches just earned their grassroots badge. And 33,788 new players of football has been identified from ages 6 to 12 years old including girls.

        F. The grassroots experts who attended the evaluation believes that the grassroots program must further develop in the following areas:

        1. Aside from the grassroots course and festival, the program must include league competitions for u11 and u13 boys and girls.
        2. A grassroots curriculum for the following age groups must be written: 6 to 8 years old, 9 to 10 years old and 11 to 12 years old. The program will be submitted to the Department of Education as a reference for the K1 to K12 program in football.
        3. The Local Government Units must be prioritized in the development of football.
        4. It is encouraged that all member Provincial Football associations must create their own respective Grassroots Departments for the development of grassroots football.
        5. Every Grassroots Department must be able to design marketing strategies in developing support for KASIBULAN.
        6. System of reporting and request for activities to the PFF office must strengthened.
        7. Continuing education of coaches and grassroots coaches.
        8. Research and further studies of the current grassroots experts.
        9. Strengthening the grassroots department of the PFF by allowing experts to monitor and check other regions in the implementation.
        10. Further develop grassroots experts in the country.

        G. The remaining months of the year is allotted to the Project 2019 of the PFF where Regional, National and International competition will be conducted. Project 2019 is about players who are currently playing in the KASIBULAN program and the plan is to prepare young boys to play football in the world championship in 2019.

        H. The boys are born in 2002 and these kids are currently in the Kasibulan program.

        I. All experts believes that grassroots is the program that can sustain the development of football in the future.

        J. All grassroots experts are optimistic of the future.

        K. People in Masbate are very happy with PAGCOR as they have realized that PAGCOR is not only gaming but into grassroots football.

It is with pleasure to invite the 6-8, 9-10, 11-12, 13-15 teams of your football club to the 2012 Buglasan Football Festival scheduled on October 19, 2012 at the Filomeno Cimafranca Field, Silliman University, Dumaguete City.
The following are the features of the said football fiesta; viz,

NOTE: THIS MEETING WILL ALSO DECIDE FOR THE OUTCOME OF THIS FOOTBALL FESTIVAL. WE ARE DEPENDING UPON THE BUDGET THAT THE BUGLASAN COMMITTEE WILL RELEASE SOON ENOUGH TO MAKE IT TO OUR ONLY SLATED SCHEDULE. THIS IS ALSO DUE TO NEW COA AUDIT PROCEDURES THAT THE PROVINCE IS HAVING A HARD TIME DEALING WITH TO MAKE IT TO 2012 BUGLASAN FOOTBALL FESTIVAL .

- NSO copy of live birth of players is strictly required. A panel will be around to decide the eligibility of any contested player to play in the category he/she is entered.
